Enterprise HR Software Egypt: Multi-Branch, WPS & ERP

Running HR across three branches in Cairo, a warehouse in Alexandria, and a sales office in Dubai means your attendance data lives in five different places. Here's what enterprise HR software in Egypt actually needs to solve.

Enterprise HR Software Egypt: Multi-Branch, WPS & ERP

A 300-person company with offices in Cairo, Alexandria, and Dubai shouldn't need three separate attendance systems, a spreadsheet to reconcile them, and a payroll officer who manually builds the SIF file every month. Yet that's the setup most mid-market MENA businesses are still running in 2025.

This piece is for CHROs and senior HR managers who've outgrown basic HR tools and want to understand what a real multi-entity HR platform looks like — technically, legally, and operationally.

Multi-Branch Attendance Aggregation: The Real Problem

Most HR software vendors say they support multiple branches. What they mean is: you can create multiple departments. That's not the same thing.

True multi-branch aggregation means:

  • Each branch runs its own biometric or mobile clock-in device, often offline-capable
  • Punch records sync to a central server with branch tagging preserved
  • Overtime rules, shift patterns, and grace periods can differ per location
  • A head-office HR manager sees a consolidated view; a branch manager sees only their site
  • Payroll runs per legal entity but consolidates for group reporting

The breakdown usually happens at that last point. A company with a Cairo HQ and a UAE free zone entity needs payroll calculated under two completely different legal regimes — Egypt Labour Law 12/2003 on one side, UAE Ministry of Human Resources rules on the other. Any system that doesn't model entities as genuinely separate payroll environments will create compliance exposure.

Egypt Labour Law 12/2003: What's Actually Changed

Labour Law 12/2003 remains the operative framework in Egypt, but executive regulations and ministerial decrees have layered significant updates over it — particularly around overtime caps, social insurance base calculations, and termination indemnity rules.

Three areas where HR software frequently gets Egypt compliance wrong:

Overtime Calculation

Egyptian law mandates overtime at 135% of the hourly rate for daytime extra hours and 170% for night shifts and official holidays. Many generic SaaS platforms default to a flat 150% multiplier because that's what most Western labour codes use. The difference compounds fast across a 400-person workforce.

Social Insurance Contribution Bands

Egypt's social insurance system splits contributions across a basic salary band and a variable components band, each with its own ceiling. Those ceilings are updated periodically. HR software that hardcodes the bands — rather than making them configurable — becomes non-compliant every time the Social Insurance Authority issues a new schedule.

Termination Indemnity Accrual

Under Egyptian law, employees accrue end-of-service gratuity based on years of service and final salary, with different multipliers applying before and after the five-year mark. This needs to be calculated per employee, per period, and reported accurately on payslips and in the GL export to your ERP.

SIF File Export for UAE and WPS for Saudi

If your company operates across GCC countries, payroll compliance means generating the right file format for each central bank's wage protection system.

UAE Salary Information File (SIF): The SIF is a fixed-format XML file submitted to the UAE Central Bank through an approved agent. It must include employer code, employee Emirates ID, bank IBAN, basic salary, allowances, and deductions — all in specific field positions. A single malformed field causes the entire batch to reject. Attendux's 2026 update introduced native UAE WPS/SIF export, built to the Central Bank's current schema rather than bolted on as an afterthought.

Saudi WPS (Mudad): Saudi Arabia's Wage Protection Program runs through the Mudad platform and requires a different file format, with additional fields for IQAMA numbers and GOSI registration. Companies operating in both UAE and KSA need either two separate payroll modules or one platform that handles country-specific export templates without manual reformatting.

The practical test: ask any HR software vendor to show you a live SIF export from their system, including what happens when an employee has a mid-month salary change. Most can't.

PTO Accrual Engines: More Complex Than They Look

Annual leave accrual sounds simple — 21 days per year, divide by 12, accrue monthly. In practice, most companies have at least four leave types (annual, sick, emergency, Hajj), at least two accrual methods depending on employee grade, and rules about what happens to balances at year-end.

A proper PTO accrual engine should handle:

  • Accrual by calendar month vs. work anniversary
  • Carry-forward caps (e.g., max 30 days rolled to next year, rest forfeited or paid out)
  • Negative balance policy — can employees take leave before it accrues?
  • Proration on hire and termination dates
  • Leave encashment calculation at exit, tied directly to the payroll engine

If your HR software stores leave balances as a single number an HR officer manually adjusts, that's not an accrual engine — that's a spreadsheet with a database backend.

ERP Integration: The Question No Vendor Answers Honestly

Virtually every HR SaaS vendor claims ERP integration. What that usually means is a CSV export you email to your finance team, who import it into SAP or Oracle manually.

Genuine ERP integration means:

  • Real-time or scheduled GL journal posting — payroll entries land in the correct cost centres automatically
  • Bidirectional employee master sync — a new hire created in the ERP appears in HR on day one
  • Project-based cost allocation — if an employee splits time across three projects, labour cost splits accordingly in the GL

For mid-market companies running Microsoft Dynamics 365, Odoo, or SAP Business One, the integration approach matters more than the HR feature list. Ask specifically about the API authentication method, error-handling for failed syncs, and whether your finance team needs to intervene daily.

Choosing the Right System: Four Questions to Ask

  1. Can you show me a live payroll run for an entity under Egyptian Labour Law, including the social insurance breakdown? Not a demo environment with fictional data — your actual use case.
  2. What happens when the SI bands change? Is it a configuration update your team makes, or does it require a vendor support ticket?
  3. How does the system handle an employee who works across two of our legal entities in one month? Split payroll is a real scenario for holding companies.
  4. What's the SLA if the WPS file rejects on payday? Support response time at the end of the month is when it actually matters.

What Specialist Looks Like vs. General-Purpose

General-purpose global HR platforms — Workday, BambooHR, SAP SuccessFactors — are built for Western labour markets first. Egypt and GCC compliance is handled through localisation partners of varying quality, and you often pay enterprise pricing for features you'll never use.

Attendux is built specifically for the MENA compliance environment, which means Egypt SI bands, UAE SIF, Saudi WPS, and Arabic payslips aren't bolt-ons — they're the product. That focus shows in edge cases: mid-month hires, retroactive salary adjustments, mixed-nationality payroll within one entity.

The tradeoff is narrower breadth. If you need a global HRIS covering 40 countries with a talent marketplace and OKR modules, a specialist product isn't the answer. If you need payroll that's provably correct under Egyptian and GCC law, with multi-branch attendance that actually aggregates, the calculus flips.

ProgMine's broader platform direction — outlined in the 2026 relaunch — points toward deeper ERP connectivity and expanded entity management, which matters if you're planning regional growth in the next two years.
