HR Software Egypt: Biometric, Payroll & Leave Setup Guide
Egyptian labour law has specific overtime rules most payroll systems get wrong. This guide covers what to actually configure — from biometric device specs to leave policy wording — before you go live.
Most HR software implementations in Egypt fail quietly. The payroll runs, the numbers look plausible, and nobody notices the overtime is miscalculated until an employee disputes a slip — or worse, a labour inspector shows up. Getting the configuration right from day one saves that pain.
Overtime Under Egyptian Labour Law: The Numbers That Matter
Law No. 12 of 2003 sets the floor. Any hour worked beyond the standard 8-hour day must be paid at a minimum of 35% above the hourly base rate on regular weekdays. Hours worked on the Friday–Saturday weekend attract a 100% premium. Night-shift work (between 7 PM and 7 AM) carries a 35% premium on top of the normal rate.
Where most systems trip up: they calculate overtime on gross salary rather than base salary, inflating the premium incorrectly, or they lump weekend hours into a generic overtime bucket that ignores the 100% rule. Before you configure anything, map your salary components — base, housing allowance, transport — and confirm which elements count toward the overtime base rate under your contracts.
- Weekday overtime: base rate × 1.35
- Weekend / public holiday: base rate × 2.00
- Night shift (regardless of day): base rate × 1.35, compounded with weekend rate if applicable
- Maximum legal overtime: 2 hours per day, 90 hours per year — flag breaches before they accumulate
Leave Policy Templates: What to Specify Before You Click Save
Egyptian law grants 21 days of annual leave after one year of service, rising to 30 days after 10 years or after age 50. That's the statutory floor. The configuration questions your software needs answered are more granular:
- Carry-over cap — How many unused days roll into the next year? Law allows encashment on termination, but your internal cap affects liability on the balance sheet.
- Accrual frequency — Monthly accrual (1.75 days/month for the 21-day band) prevents employees from front-loading leave in the first quarter.
- Sick leave structure — 90 days per illness episode: first 30 at full pay, next 60 at 75%. This needs a separate leave bucket, not a merged pool.
- Maternity leave — 90 days, full pay, twice per employment term. Flag if an employee has already consumed this entitlement with a previous claim.
- Public holidays — Egypt's official calendar shifts year to year (Coptic Christmas, Islamic holidays move with the lunar calendar). Your software should update this list annually, not lock it at setup.

Attendance Geo-Fencing: Configuration That Actually Works
Geo-fencing attendance sounds simple — draw a circle, check GPS, done. In practice, Cairo's dense urban blocks, multi-tenant office towers, and variable GPS accuracy (±15–50 metres on many Android devices) mean a naively drawn fence produces false rejections at the building entrance and false approvals from the coffee shop next door.
Practical settings that reduce noise:
- Set fence radius to 120–150 metres minimum for urban Cairo offices; smaller radii generate too many edge-case disputes.
- Use a dwell-time rule (employee must be inside the fence for 90+ seconds before the punch is accepted) to filter drive-by GPS pings.
- Allow a secondary fence for each approved remote or field location — a single-fence-per-employee model breaks the moment someone has a client visit.
- Log the raw GPS coordinates with every punch. When a dispute arises, you need the evidence, not just a pass/fail stamp.
Biometric Attendance Device Buyer Guide for MENA
Face recognition devices have dropped in price sharply — you can find units for under EGP 4,000, but the cheapest options share a common failure mode: they struggle with darker skin tones in low-contrast lighting, which is a real problem in Egyptian warehouse and factory environments. Before purchasing:
Specifications to Request in Writing
- False acceptance rate (FAR) — should be below 0.0001% for a payroll-linked device.
- False rejection rate (FRR) — below 0.1% is acceptable; above 0.5% and you'll have queues at shift start.
- Liveness detection — prevents photo spoofing. Ask explicitly; it's not standard on budget units.
- Offline capacity — the device must store punches locally when internet drops, then sync. Devices that require live connectivity lose data during outages.
- SDK / API availability — if your HR system needs to pull data via API rather than a proprietary app, confirm the device vendor exposes a documented SDK.
Brands With Documented MENA Deployments
ZKTeco and Hikvision both have local distributors in Cairo and established repair networks — practical when a device in a Suez factory needs a hardware fix. Suprema's BioStation series sits at a higher price point but consistently scores better on FRR in variable-lighting tests. Avoid white-label units from unknown ODMs; SDK documentation is usually nonexistent.
Payroll Reconciliation Checklist: Close the Month Clean
Running payroll is not the same as reconciling it. A signed-off payroll run that hasn't been reconciled against actuals is a liability waiting to surface. Run this check before transferring salaries every month:
- Attendance data locked? Confirm no supervisor can edit punches after the 25th of the month (or your chosen cut-off).
- Overtime hours cross-checked against shift schedules — total OT hours flagged if more than 90 hours year-to-date per employee.
- New joiners confirmed in payroll with correct start date — partial-month proration applied.
- Leavers confirmed with final settlement calculated: unused leave balance encashed, end-of-service gratuity if applicable.
- Social insurance (NSIA) contributions calculated on insurable wage components, not gross — the ceiling changes periodically, verify the current figure.
- Income tax brackets applied correctly to taxable income after deductions — the 2023 bracket updates are still misconfigured in some legacy systems.
- Bank transfer file format validated before submission — a mismatched account number field format gets the entire batch rejected by some Egyptian banks.
Multi-branch operations add another layer: branch cost centres must be tagged correctly on each payroll line, or consolidated reporting collapses. For how that scales across branches with ERP integration, the Enterprise HR Software Egypt: Payroll Engineering for 2025 piece covers the architecture decisions in detail.
Where Attendux Fits Into This
Attendux was built specifically for Egyptian and Gulf payroll rules — the overtime bands, the sick leave structure, and the NSIA contribution logic are pre-configured rather than left to the implementation consultant to wire up manually. The face-recognition integration supports the ZKTeco and Hikvision SDK families out of the box, and the geo-fencing module supports dwell-time rules. That said, no software replaces the policy decisions: the carry-over cap, the overtime base-rate definition, and the leave bucket structure still need to be agreed internally before configuration begins.
Sunday Setup: Getting the Configuration Done Before the Week Starts
If you're planning a system switchover, do it on a Thursday evening or during the Friday–Saturday weekend. Running a parallel payroll in both the old and new systems for one full month is the lowest-risk migration path — it means your first live run on the new system already has a verified comparison point. Don't switch mid-month; the proration logic alone will create enough edge cases to consume the rest of the month in support tickets.
The 2026 feature additions coming to the platform — flexible hour schemes and off-day tagging among them — are covered in AttendUX 2026: flexible hours, off-day tagging & WPS UAE export if you're evaluating what's on the roadmap.
